this is from th 09 digest--- Hunters may not use bait or a baited area to take a bear. A "baited area" is defined as an area where meat, carrion,honey, or any other substance capable of luring or attracting bear has been placed or deposited. With that, It's saying I can't use a cover sent. Two key words (placed,deposited) a lot of grey area there, but a person hasn't placed or deposited anything in my opinion. But then you know what they say about opions 'everyone's got one'.

if it is a spray i dnt see anything illegal about that. If they ask you tell them it is a new cologne ur wife bout you and you can give them the name of it if they think it smell good.

WELL THE RULE IN VA IS THAT AS LONG AS THE ANIMAL CAN ONLY SMELL IT BUT CAN'T ACTUALLY EAT, DRINK, OR LICK IT, IT'S NOT BAIT. SO SCENTS ARE 100% LEGAL
