WI tried to get peoples opinions on a longer season, from nine to sixteen, it has been shot down every time it is brought up, guess by who... Not the legislators, but hunters. This issue is brought up at the spring hearings every few years and put to a vote for public input, last time was the closest yet, i bet a few more tries and we'll finally get it to go, but will it stick? The tradition here in WI is a very hard obstacle to overcome, I suspect PA and NY (or any state for that matter) have similar oppositions to instigating any type of proposed changes.
If you want to something different to happen, you have to become active in the fight, ie vote at the spring hearings if your state has something similar to our structure, write you legislators, get involved somehow.

Nine days we only get 6 here in Ohio monday after thanksgiving 'til Saturday you don't even get a full weekend to hunt and opening day is on a Monday. If you want to gun hunt in Ohio you better take some vacation. As far as Ohio goes on managing the deer heard here we do not have any antler restrictions and they do doit it in a county by county but the state is broken into to zone based on that county census. This year we have 3 zones
zone 1 = 1 deer of either sex
zone 2 = 2 deer (1 buck 1 doe or 2 does)
zone 3 = 3 deer (1 buck 2 does or 3 does)
you can only take 1 buck statewide and can kill no more than 3 deer statewide on state tags but if you live in an area like I do I could take 3 deer on state tags and since I live in what they call an urban zone I can get up to 4 urban tags for use on antlerless deer only!
Ohio is trying to get the deer pop down by taking out more does and look at it not only to the county level but also down to specific areas.

We used to have doe hunting by county only before this crap started. And then it was a 2 week buck season only and three days of doe season. Now we have Wildlife Management Units which consists of parts of 6 or 7 counties, and some whole counties as WMU's. NOW we have buck and doe season combined for two weeks. And yes, that put a hell of a dent in the deer population. Plus they have these extra seasons. Our bow season started on Oct. 1st of this year and runs through the second week of November. Starting on The 22nd of Oct. which is Saturday, we have inline muzzle loader season for a week, plus the same week there is a youth and senior citizen rifle season for does only! The reson for this special hunt is it will make the bucks wary or even go nocturnal so they can grow bigger antlers!
